Dr. Khadija T. Moalla is a renowned global leader in Development, Human Rights, and Gender Equality, whose vision has shaped social policy and advocacy across five continents for over 30 years, including more than a decade in senior leadership roles at the United Nations. She holds a PhD in International Development Law from the University of Paris V and is known internationally for advancing inclusive governance, SDG implementation, gender justice, prevention of violent extremism, and health rights.

Dr. Moalla’s signature approach—grounded in integrity and innovation—has catalyzed multi-sector partnerships and transformed civil society responses. Her expertise covers high-level policy advice, program design, monitoring and evaluation, legal reform, and grassroots capacity-development. She is a certified Global Practitioner Coach in Radical Transformational Leadership, delivering masterclasses, strategic workshops, and lectures to governments, UN agencies, CSOs, and academic audiences in over 60 countries.

Her international keynote speeches have included events for the World Urban Forum, Harvard School of Public Health, Wilton Park Roundtable, the World Economic Forum, and the CEDAW Committee. Dr. Moalla frequently chairs and facilitates high-level retreats, including for UN-Habitat, UNDP, and RCOs. She supports governments and UN agencies in policy reform—recent engagements cover the Common Country Analyses UNSDCF/VNR/VLR, and social protection strategy for the informal sector in Tunisia and the Arab region.

Her work covers pioneering legal frameworks, conceptual approaches for SDGs, gender justice, and rights-based strategies for HIV/AIDS. Her linguistic fluency—native Arabic and French and fluent English—enables her to connect with diverse communities, lead multilingual conferences, and bridge global dialogue. She served as Professor of Law at the University of Tunis and the Diplomatic Institute, and has practiced law since 1998, including advocating pro bono for marginalized women.
